org DEFINITION Under general direction, manages and directs major and complex programs, projects and routine activities of the Planning Services Division, including oversight of the City's General Plan implementation and amendments; policy development; manages the City's urban planning, base reuse, redevelopment, coastal and airport land use and zoning interpretations, and rezoning requests; provide staff support for Planning Commission, and serves as liaison for the Division; manages division budget; conducts complex research, analysis, and advanced report writing and presentations; evaluates and processes development proposals; provide short and long-term planning of program and project goals and objectives; and to perform other job related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Community Development Director.
Exercises direct and indirect supervision over management, professional, technical, and clerical personnel of the Planning Division.
EXAMPLES OF DUTIES The following duties are typical for this classification.

Duties may include, but are not limited to, the following:
Provide assistance in the formulation and development of policies, goals and objectives for the Planning Division.
Advise the Community Development Director, City Manager, City Council, Planning Commission on aspects of City planning and the implementation of Zoning Ordinances, and other developing regulations.
Oversee and evaluate environmental documents prepared in support of specific development proposals or plans.
Manage the City's urban planning, base reuse, redevelopment, coastal and airport land use and zoning interpretations, and rezoning requests.
Plan, assign, direct and review the work of professional planners and clerical personnel; hire, train, evaluate work performance, and recommend appropriate corrective actions.
Review applications for general plan and zone changes, subdivisions, variances, use permits, planned developments and site approvals.
Oversee environmental review processes.
Direct and/or conduct studies, evaluate alternatives, and make recommendations.
Confer with property owners, developers, contractors and others regarding planning issues; confer with and provide professional and technical support to other city staff.
Review preliminary designs, and building plans and specifications for environmental and zoning implications; manage all aspects of current and advanced planning activities.
Act as a liaison and provide staff support to appointed boards and commissions.
Administer and update the City's zoning, subdivision and environmental regulations.
Develop, maintain, implement, interpret and update the City's General Plan, as needed.
Participate in joint planning studies with representatives of other cities and the county.
Interpret City policies, procedures, ordinances, Federal and State laws and regulations.
Maintain records and prepare a variety of correspondence and reports, including financial, statistical, analytical, and conduct surveys, and prepare ordinances.
Make presentations to individuals, before the public at City Council and Planning Commission meetings and other local agency boards.
Oversee the utilization of computers and software programs for various technical projects and studies, including GIS.
Assist in developing Request for Proposals, administer and monitor consultants and contractors to ensure regulatory and statutory compliance.
Perform related duties as assigned.
QUALIFICATIONS Knowledge of and Ability to:

Knowledges of:
Principles, practices, standards, information sources and trends in the field of current and/or advance planning.
Local, State and Federal laws applicable to planning, zoning, subdivision and environmental review, land use, physical design, demographics, environmental, social, and economic concepts, including public and private financing and capital improvements.
Political sensitivities, methods of conflict resolution and problem solving, and good public relations techniques necessary for addressing complaints and issues associated with public works projects.
Application, modification, and interrelationships between ordinances, policies, standards, procedures, and practices associated with the planning function.
Computer technology and statistical analysis techniques related to municipal planning unit.
Methods and practices of community organization and citizen participation.
Principles, practices and techniques of supervision including staffing, employee development, employee performance, and planning, organizing, delegating, and monitoring work assignments.
Principles and practices of budget development and fiscal administration.
Political sensitivities, methods of conflict resolution and problem solving, and good public relations techniques necessary for addressing complaints and issues associated with the Planning Division.
Ability to:
Plan, organize, assign, review and evaluate the work of assigned staff.
Interpret laws, policies, procedures and regulations.
Analyze complex operational and administrative problems, evaluate alternatives and recommend or adopt effective courses of action.
Negotiate project conditions of approval, work well under urgency of deadlines.
Develop and implement goals, objectives, policies, procedures, work standards and management controls, including the application of project management techniques.
Prepare clear and concise reports, correspondence and other written materials and make clear oral presentations.
Facilitate meetings with representatives, professionals, citizens and organizations to achieve problem solving.

Provide technical assistance and staff leadership to various boards and commissions.

Education, and Experience Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.
A typical way to obtain the knowledge and abilities would be:
Education:
Equivalency of a Bachelor's degree from an accredited college or university with major course work in planning or related field.
California experience with the Coastal Commission requirements is desirable.
Experience:
Five (5) years' experience in local government planning, including two (2) years' experience in a supervisory/management capacity.
License and Certification:
Certification by the American Institute of Certified Planners is highly desirable.
Possession of, or ability to obtain, a valid California driver's license Special Requirements Incumbents may be required to work odd and unusual hours.
TOOLS AND EQUIPMENT USED Requires frequent use of personal computer, including word processing, database and spread- sheet programs, telephone, copy and fax machines, and all tools and equipment necessary to successfully perform the essential and important duties of the position.
PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Work is performed mostly in an office setting.
Some outdoor work is required.
Hand to eye coordination is necessary to operate computers and various pieces of office equipment.
While performing the duties of this job, the employee is occasionally required to stand, walk, use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms.
The employee is occasionally required to sit, climb or balance, stoop, kneel, crouch, or crawl, talk or hear, and smell, and frequently sign legal documents and/or plans.
The employee must occasionally lift and/or move up to 25 pounds.
ENVIRONMENTAL ELEMENTS Employees work in an office environment or in any building or structure within the service area.
Work may be performed outdoors with exposure to inclement weather, exposure to noise, dust, grease fumes, gases and potentially hazardous chemicals.
Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
